Free markets should be able to self regulate and cast out corruption and cheats through evidence, testimony and convictions for justice of and for the people. If the pursuit of happiness means the right to commerce, then this is the only constitutional thing to do!

Fines don't stop criminals if the profits are greater than the fine. Take away their ability to cheat and make money. Futures contracts are a scheme to control a commodity that they don't actually have.
