There was not an assignment of names by the TOP OF STATE to the parents. Legitimacy is not a function of a Birth Certificate; the finition for Legitimacy in the WRITTEN INSTRUMENTS OF THE EPOCHS is not inclusive of requiring a Birth Certificate. A Legitimate issue (new-birth, actually) is physically Legitimate: the new-birth has not any attributes that are not-sufficient anc the new-birth has not any illegal attributes. A visit to a genetic laboratory where the operators meet qualifications for the positions in the laboratory is more beneficial for showing proof-of-physical-Legitimacy than a Birth Certificate.
