Subject: Request to Stop the Removal of Community (mDogs and Implement Humane Animal Birth Control (ABC) Measures
We, the undersigned residents of Goa, are deeply concerned about the recent actions to remove street (community) dogs from Government sectors. These dogs are part of our neighbourhood ecosystem and have coexisted peacefully with humans for years.
The removal or relocation of street dogs is not only inhumane but also illegal under the Animal Birth Control (Dogs) Rules, 2023, framed under the Prevention of Cruelty to Animals Act, 1960. As per these rules, street dogs can only be caught for sterilization and vaccination under a recognized ABC program and must be returned to the same area after recovery.

Our Concerns:
Unlawful removal disrupts the local ecological balance and causes unnecessary suffering to the animals.
Relocation or culling leads to new, unvaccinated dogs entering the area, increasing the risk of bites and rabies.
Many of these dogs are already sterilized and vaccinated by residents or local NGOs.
Residents who feed and care for these community dogs are also left distressed and anxious.

Our Request:
We kindly urge the authorities to:
1. Immediately stop the removal or relocation of community dogs from Government or private sector.
2. Implement and strengthen the Animal Birth Control (ABC) and vaccination
3. Allocate proper feeding spots..
