The streets are flooded and some kids that live in apartments have their parking structures flooded to the point that they can't even get to their cars let alone get out

Some kids can't even get to school because they walk. They can't get home either . Streets are flooded. Alleys or shortcuts are sure to be of the same condition. Help us all :(
