Dear President Biden:

We ask for your leadership in appealing to the international community to begin regulating AI development. A primary concern is that the current pace of technological development may lead to AI reaching or exceeding human-level intelligence. This is an ideal time for governments and companies to take decisive action in limiting AI development, before AI systems become widely implemented.

The potential risks of unregulated research and development of AI, in our opinion, outweigh the possible benefits to be gained from uncontrolled AI technological growth. Currently, AI is often black box tech. For example, AI chatbots generate output that is effectively opaque to end-users, since it does not provide references or links to sources. Future advances in AI-generated code and autonomy will likely compound the black box aspects of AI. We believe that this lack of transparency ultimately impedes both civil and intellectual debate, and represents a danger to human agency.

On a practical level, a global approach that could be taken to limit uncontrolled AI development is to adopt current international models to limiting nuclear weapons proliferation.
