1/ 5 judges set must be mandatory for events with added more than $20,000
2/ 2 sets of 5 judges for the NonPro and Open classes in the events with prelims. (i.e. Futurity, Derby,...) The sets could be swaped for the finals (in order to ensure accurancy of the scoring from the first to the last horse showing). Actually the same set of judges scores at the Futurity or Derby 100 horses a day per 1 week, difficult to be fresh from the beginning till the end.
3/ Judges for event with added more than $50.000 themselves should have won more than $20.000 as rider. How you can understand the high degree of difficulty on making circle with loose reins if you didn't in your life?
