I agree that Early Childhood Development age should be 0-5, so they go to big Schools fully developed and ready physically, socially and emotionally.

Young kids at the ege of 3-4 needs the ECD care not to be put under pressure as they are still developing the personalities, behavior and their cognitive levels. They are still young to be learning handwriting works but they need hands on work/play, matching puzzles and all the activities provided by the ECD for their strength and iq level development.

No to Bela act why because there is nothing strategic about the act but rather a more complicated act that will isolate the community and educators at large the environment will be more hostile to such kids at that age, department of education must focus on higher education institutions the problem is not kids going to primary school but stationery and equipment bcz even the current 5 years kids doesn't have the quality or necessary equipment to have certain skills government must focus on giving each public schools equipment like lab facilities for practicals and other essential equipment that will make learning easier, what disturbs me is the fact that such people who are coming with such act won't even sent their kids to public schools but private schools where they know that there four years kids will get more quality education, so in closing I can say you can not cook and not eat so they can't come up with acts that hardens or suppress our kids while there kids will be occupying private schools facilities it can't be.
