I would much rather prefer a study hall because not everyone needs to learn coordinate planes or how to organize words by category. If we could just have a study hall where we could travel and be requested by teachers to travel it would be much better.
Eagle hour would be much more effective as a monitored study hall, or at least separated by GPA or another measure of intelligence. As it is now, eagle hour is a complete waste of time.

During study hall we could get homework done, that we otherwise forgot, while in eagle hour if nothing's planned (which the things that are insult the intelligence of the students) it's even more of a fluff hour and unreliable. So you have nothing to do, because you couldn't prepare yourself for the Eagle hour
