Children such as Caylee Anthony and Hailey Cummings were cases where one mother misled authorities and her own family in order to cover up an 'accidental death'. The other family had persons who misled authorities on the actual events on the night the child became missing. In my personal experience, I have dealt with my granddaughter at 22 months old getting physically abused and no one was held accountable because the baby could not tell anyone what happened and the mother refused to cooperate or speak to authorities.

We the undersigned, solely and collectively, believe that abusive acts of any kind against a child should carry heavier penalties for anyone obstructing, lying, or not come forth with information as well as fully cooperate to aid in the investigation brought before any authority for purposes of determining abuse allegations.

Each person involved with the care of the child, or have the said child in their physical custody must fully cooperate and aid in any investigation to avoid such penalties. Such persons should obtain a minimum of a third degree felony for such acts.

If the involved person/persons are determined to have cooperated, then charged with abuse, penalties should be according to the crime if convicted.

Furthermore, if a missing child report is made, and any person involved with the care of that child, or have had the said child in their physical custody at the time of disappearance, must fully cooperate and aid in the investigation fully for purposes of finding the missing child. If a child is determined in fact missing, any person that misleads, lies to, does not cooperate with any authority involved in locating the missing child should acquire a minimum of a third degree felony charge.

Again, if the involved person/persons are determined to have cooperated, then charged with any crime that occurred in conjunction with the missing child, penalties should be according to the crime if convicted.

We each agree that parents/caregivers should be responsible enough in the care and well being of their children that there should be no reason to not cooperate with any investigation brought forward in regards to children in their custody/care.
