Sadly you guys need body armour. In terms of colour you should choose a bright yellow, red or orange to A) distinguish yourselves from law enforcement and B) increase your visibility, especially on roads and highways. Here's an example for a German paramedic uniform: https://www.johanniter-kaufhaus.de/media/image/5a/82/7a/b5.jpg No one can claim that body armour vests makes you look like law enforcement when you choose a similar coloration.

I see no practical downsides here- so long a story the medical teams can do their job, any modicum of protection we can afford them should be awarded.
