1) Choose a different theme, one that serves the prom, not one that takes over. The rule of thumb is it shouldn't affect your clothing; "under the sea" did not mean that people should come in scuba-gear, but the whole point of "masquerade" is that people come in costume. Oh, and it was already done, two years ago...
2) Hold the prom on dry land. While having the prom on a boat has its perks, it is also very restricting on attendees, also having most of the real-estate outside is pushing one's luck, as it could be very cold and it could rain.
3) Give seniors more power in decisions. After all, it is THEIR senior prom. Consult them before decisions like themes and venues are made!
