Playing golf at golf course should be much safer than other people gathering facilities because no way to gather together inside or same spot at a time.
NY state courses are remained open continuously.

Our course has no one in the club house or have a starter. I can see not stopping the playing the course, just limit the activity to single players or 2 players.
