Some courses in NJ are open such as sky view in Jersey City and plenty of courses in Ny are open as well. What exactly is the rule ?

I'm in Arizona and besides safe practices for social distancing, etc..we are helping this particular segment of the economy stay in business.

Exercise, safe comraderie are important during times like this. Desk, management, maintenance and starters get paid and work. Common sense should prevail. Item the golf courses. Safe, good for people and the economy.
