I'm in Ca and most are open. Walkers with pull carts. Change cup so iyou can retrieve the ball without touching stuck. If you live on the course you can use your personal cart. Stat away from playing partners and there is no danger.

The risk is low and most cases are in densely populated urban areas not wide open golf courses

Golf courses have taken more than adequate precautions to ensure good social separation between players, and elimination of personal contact during payment of green fees. This they should be allowed to operate, as long as they continue to be diligent in ensuring virus transmission is extremely unlikely!
