The allocation of utilities is an unfair practice of distributing the cost of water and gas to each resident based on apartment square footage and number of occupants. Allocation forces you to pay for other residents utilities. If you are a person who conserves or uses little water, it doesn't matter, you will have to pay for those who waste water or have washers and dryers in their apartments. This system is not based on what YOU use, but based on what the COMMUNITY uses (Commune - ism). The total cost of utilities is divided up according to your apartment size and number of people living in the apartment, not your ACTUAL usage. Managements claim that it forces the community to conserve. NOT TRUE. Submetering forces you to conserve, not allocation. Submetering is a method of charging each resident only for what they INDIVIDUALLY use. This is done by metering each apartment. This petition is to help push through legislation to put an end to an unfair practice of billing residents. Thanks for your help.

Finally someone is saying something about this. It makes no sense to pay for other people's waste just because of the floor plan size. Put in the submeters already.

My bill is ridiculous every month. I live alone and barely use the water but pay the same as the neighbors who do 5 loads of laundry a day. Total rip off.
