AGING WATER MAIN THREATENS OUR HOMES
We, the homeowners, residents and concerned citizens, request that the City of Manchester immediately halt paving to remediate the infrastructure underneath. Water main section #1930-068-02—a section approximately 550 feet installed in 1930—has FAILED TWICE in a within period of 11 years, despite attempted updating in 2007. The most recent burst caused catastrophic damage to one home and associated damage to another. Damage originating on municipal property is not covered by homeowner's insurance and the City deems itself immune from such damages, leaving the financial burden of remediation solely to the homeowners.
With two breaks in this section of pipe, it is foreseeable that another break in this water main is highly likely. This faulty section of deteriorating pipe puts homes and personal property at risk. In light of the above, we vehemently request that the City:
- Delay the paving on Youville Street.
- Replace the entire 1930-068-02 section of water main pipe.
- Remediate sewer lateral pipes and connected privately-owned pipes damaged directly or indirectly by water main failure and/or associated lateral soil displacement, and insufficient repairs done by the City.
- Provide financial relief and recompense to homeowners from damage created by deteriorating City-owned property.
