Add a new Intro to Animation section for the 30+ students on the waitlist

For the Spring semester, half of the Freshman class of NYU Tisch's film program have been given the option to take either Intro to Animation or Frame & Sequence. It would seem only fair that there would be an equal amount of availability in each, but that isn't the case; for Freshman, there are a whopping 9 sections of Frame & Sequence available, but there are only 3 Intro to Animation sections offered. The registration period is coming to a close and there are nearly 40 Freshman collectively on the waitlists for those 3 sections, yet 2/3 of the Frame & Sequence classes are still open. Something doesn't make sense here. Not only does the registration schedule offer unfair advantage, but we students are being denied from pursuing something we care about and would like to learn about. There are people who came to Tisch specifically to do animation, but are stuck on the waitlist because there were so few sections. Moreover, the only way to take Intro to Animation if denied Freshman year is to pay an exorbitant fee to take it over the summer (or replace a Sight and Sound class and pay to take *that* over the summer or during J-term)


There are a couple of easy ways this could be solved:
* Open the other sections of Intro to Animation (the ones for Sophomores, Juniors, and Seniors) to Freshman
* Replace a Frame & Sequence section with another Intro to Animation section
