In far too many states, the statute of limitations typically ran before the victims were even psychologically capable of filing charges or suing for damages. Pedophiles rarely have only one victim; giving them a \"bye\" for past abuse, simply because the abuse occurred a certain number of years ago, only puts other victims in danger.
