The lack of a worldwide legilation thant guarantee such as financial and personnal security and presidential immunity to former presidents in the world. Most presidents fear to step down because of fear of what will happen when they will not have powers does not facilitate the implemention of an effective democratic worldwide. The tend to overstay on power until they are removed with no respect and appreciation of their contribution to this world.
