If this were humans we'd be jumping up and down, animals feel pain.

I fully support this initiative. It saddens me how animals were left to die in impounds, when government can make a drive to take care of those animals, and make them eligible for adoption. There are a lot of sample vitamins, medicine for pets given to pet owners, why not give them to those who do not have owners.

Animals have feelings too, so they can feel pain when abused. If one cannot care for them or be good them, at least don't hurt or abuse them.
