Also, make a better law on animals roaming and dumping on walks/roads that in stead of totally banning it, make the pet owners responsible by cleaning after their pets.

Animals are not made to be hurt, they are made just like you, they are here for a porpuse. So please if you can't help them or feed them, let someone do it. Just please! Please don't hurt them! They may not be able to speak but they have feelings, they are hurt!
