This has to be brought to the people with higher position. This issue needs to be addressed, that all animals deserve to be loved and valued. That they have their own lives same with ours. If there are countries who can address this kind of situation on their countries/area why don't we do the same. Caring and loving animals are similar to taking care and loving ypur loved ones. Let's treat them as family of our own. They deserve it!
