URGENT REQUEST THAT THE BOG (BOARD OF GOVERNORS) SERVES AS THE GOVERNING BODY OF TAIPEI EUROPEAN SCHOOL IN COMPLIANCE WITH THE ARTICLES OF ORGANIZATION AND RELEVANT TAIWAN REGULATIONS
Dear Sirs,
Following our letter issued on September 6, 2017, we regret that the governance, management and supervision of Taipei European School (TES) continues to be in disarray with no effective structure or strategies in place to ensure that the educational goal and objectives for expatriate children will be cared for.
In order to preserve TES as a European school, providing education in compliance with the established pedagogic purposes, educational goals and legal system of the home countries (Germany, France and the United Kingdom) in accordance to Article 7 of the Regulations for the Establishment and Management of Private Elementary Schools, Junior and Senior High Schools, and Affiliated Preschools for International Residents and in compliance with Articles 5, 9 and Article 10-13 of the Articles of Organization of the TES Foundation, we request that the BOG serves as and be responsible for the governance of the school.
- In violation of Article 9 of the Articles of Organization for the TES Foundation, the BOD has appointed an executive secretary, Lillian Lin without the nomination and proposal of the parent elected governing body.
- In violation of Article 9 of the Articles of Organization for the TES Foundation, the BOG was dissolved and in its place a Standing Committee was proposed stripping parent elected representatives of their voting rights.
- In violation of Article 10-12, proposals for decisions on facilities are no longer proposed by the parent elected governing body.
- In violation of Article 10-13, proposals for operations and management of the school are no longer initiated by the parent elected governing body.
- In violation of Article 5 and Article 9, as the BOG has dissolved, there is no longer a Chair and Treasurer of the BOG. As such, Mark Lintott and Michael Topham, Chair and Treasurer, respectively, should naturally be dismissed from the BOD. Furthermore, as Michael Topham is no longer a parent of TES, he no longer can serve as an elected parent representative. Yet both members continue to serve as BOD members with voting rights.
- In violation of Article 17 of the Regulations for the Establishment and Management of Private Elementary Schools, Junior and Senior High Schools and Affiliated Pre-Schools for International Residents, the qualifications of the members of the Board of Directors are not in compliance.

繼於中華民國106年9月6日我們向貴局發出的陳情信後,我們很遺憾且沉痛地告知您,截至今日,財團法人台北歐洲學校的董事會架構與運作仍舊持續地違反相關條例,其在相關監督與管理之責上有嚴重的疏失,我們極其擔心會影響學校提供外僑教育的能力。
為了確保在台外僑的受教權利,與教育品質不受到損害,我們衷心希望校區委員會(BOG- BOARD OF GOVERNORS) 的角色與職權能回到最初在組織章程裡的設定,以確保財團法人台北歐洲學校能持續提供符合母國(德國、法國與英國)教育理念、教學方法與法條規章的課程。
下列為本校董事會違反相關條例的幾項事例:
1. 董事會(BOD)在未經BOG的正當提名程序之下,指派Lilian Lin 為執行秘書,此舉違反『財團法人台北歐洲學校董事會組織章程』的第九條。
2. BOG被無預警解散,同時取而代之的常設委員會(Standing Committee)中,由全體家長選出的家長代表卻被剝奪了投票權,此舉亦違反『財團法人台北歐洲學校董事會組織章程』的第九條。
3. 針對校區內各項硬體設施之規劃,皆未經過BOG的討論與提案即逕行付諸施行,此舉違反『財團法人台北歐洲學校董事會組織章程』的第十條第十二項。
4. 針對學校的營運與管理,皆未經過BOG的討論與提案即逕行付諸施行,此舉違反『財團法人台北歐洲學校董事會組織章程』的第十條第十三項。
5. 由於BOG已被解散,BOG主席與財務主任的職位也就不復存在。因此,解散前的BOG主席Mark Lintott, 與財務主任Michael Topham自然也不應仍藉著這兩個職位在BOD裡目前仍佔有兩個席位。更何況Michael Topham目前已不是本校家長,擔任家長代表的任期亦在八個月前結束,此舉違反『財團法人台北歐洲學校董事會組織章程』的第五條與第九條。
6. 董事會(BOD)的現有成員之資格並不符合『私立高級中等以下外國僑民學校及附設幼兒園設立及管理辦法』第十七條的規定。董事成員中董事成員中應有三分之一以上具有該外國之國籍︑曾在該外國留學取得碩士以上學位或曾在該外國從事教學研究十年以上者。
我們衷心請求台北市教育局撥亂反正,回復BOG的職權以符合相關條例的規定。

The administration continues to ignore our requests for transparency but the persistent questions from families show they cannot keep hiding behind closed doors. I have spent these past few days reviewing the original bylaws and it is clearer than ever that our children deserve the governance we were promised.

My own child suffers every day that the school continues to ignore its own constitution and our rights as parents. We have nearly reached our first hundred signatures and I need you to send this link to a few others right now so we can stop this administrative failure before it does more damage.

We hope the reinstatement of the BOG will help to establish a harmony and balance between the BOD, teaching staff and the parent body. Remember, our children's education and wellbeing is at stake. Let's stick to these two core objectives and keep business interests out of the school.
Let parents be part of the decision & supervision please... For the sake of our kids right for affordable education... EDUCATION SHOULD NEVER BE A FINANCIAL BUSINESS.
As a parent among others my major concern is to get proper education for my children. One of my main issue is that many decision involving TES are made out of the blue without involvement of the Parents. The benefits for the parents and the kids aren't obvious at all. Who is doing what and for whom interests ?
Elected parents would like to focus on operating the school, not on legal actions: work on TES strategic planning for example. The previous Strategic plan was 2008-2018. The brainstorming for next strategic plan 2019-? has not started yet...
Any leadership committee need oversight and/orinput from parents, (payers), otherwise unchecked committee members often end up making their own out of touch decisions, potentially awarding themselves over the top salaries or benefits all by themselves for themselves....As seen in numerous Universities in U.K. lately.
Everyone seems to be reinforcing on the transparency issue here. As a teaching parent here at BPS, I've received tons of whatsapp and Line group messages from fellow parents. Everybody is after the BOD over the BOG issue. Nevertheless, under the hood, there is a lot of transparency issue in BPS at the moment which no one talks about. It's only because teachers are at the receiving end and a regular parent have no idea who's playing the ball at TES. I would like to address the following issues and ask parents if they agree it was carried out with transparency. 1. Karen's removal from Assistant head post. The only reason behind this self-directed demotion is that she don't agree with every decision Katrina Millward (here on KM) makes in SLT. Katrina can't have her way in Foundation stage where Karen is in-charge. 2. Several candidates applied for the assistant head position KM holds. Upon KM's hire, Duncan made every other candidates feel unwelcome at TES to such a bitter level that they departed TES last year. Thus we lost experienced teachers like Julie Wickim, Melanie Hall and Siobhan Barkar. Their fault? They applied for the same assistant head position as KM did. 3. Is a media/advertisement work background suitable for being English enrichment teacher at reception? 4. We have hired a new deputy head for next year. Despite applicants who are already working as deputy head in other schools, we hired someone who is a full time Y5 class teacher + assistant head. The reason? He is from the school where KM visited twice in past 2 years and got all her ideas of ILR and assessment. 5. We have highly paid legacy leader at BPS. No one at BPS has a clear idea about her weekly job description. Or is she there because she is a family friend of Millwards? 6. We have an integrated curriculum leader at BPS. She is ranked same as the Class Curriculum leaders. No one knows what is her job description. Or is she holding the position because she is a former coll

I think it is important to maintain a governance structure that enables the multi-cultural nature of our school. This includes the need to allow for the special legal requirements that each section has to be able to provide education that is in line with the standards at home.
