Background
Over the past years, the number of naturalized Saint Lucian citizens residing in the MENA region—particularly in Gulf Cooperation Council (GCC) countries—has steadily increased. Despite this, no official Saint Lucian consular or embassy representation exists in the region.
This absence leaves many Saint Lucians without direct access to essential consular services such as passports renewal, birth registration, document authentication, and other vital processes. Furthermore, it limits opportunities for our community to participate in the nation’s diplomatic and cultural representation abroad.
We, the undersigned, are proud Saint Lucians committed to our country’s progress. We believe that our growing community deserves adequate support, representation, and the opportunity to contribute to Saint Lucia’s global image and development.
Our Requests
- Establish a Consular Office or Embassy in the GCC/MENA Region
Create a Saint Lucian consular presence in one of the GCC or MENA countries to serve as a regional hub for consular services—passport issuance and renewal, birth registration, document authentication, and biometric data collection. - Enable Digital Access to Government Services
Introduce secure online systems allowing citizens abroad to apply for or renew key documents such as driver’s licenses, national IDs, voter IDs, and to open bank accounts remotely. - Designate a Dedicated Diaspora Contact Officer
Assign an official contact person (with a verified email and phone number) to respond to urgent inquiries and provide assistance to Saint Lucians abroad efficiently and transparently. - Publish a List of Accredited Legal Representatives
Provide a public list of accredited lawyers in Saint Lucia authorized to handle civil matters like birth registration and document filing for citizens abroad—ensuring fair and standardized service fees. - Share Investment and Partnership Opportunities
Regularly publish government-approved investment opportunities and national projects open to diaspora participation, encouraging overseas Saint Lucians to invest in their homeland. - Include Diaspora in Saint Lucia’s Global Soft Diplomacy
Support Saint Lucians abroad in celebrating national holidays, organizing cultural events, and promoting awareness of Saint Lucia’s heritage—contributing to the nation’s soft diplomacy and global visibility. - Organize Periodic Consultations and Feedback Channels
Establish regular virtual or in-person consultations between government officials and the diaspora to discuss policies, address challenges, and keep citizens informed of national developments.
