Even with the quiet zone, the engaged conductor has the option to blow the horn when sensing potential danger. Together with the additional safeguards funded by the city, there will be no change in the risk profile.

City of Sugarland has a great quiet zone whereby trains are not allowed to use their horns

PLEASE make the train horns stop at night! We live a mile north of the train intersection, in a condo on the 7th floor facing east and north, and the horns a so loud, it wakes us up most nights, or makes it hard to fall sleep.

These trains going through Lonestar and Southtown are constantly blowing horns in “no horn” zones. There are arms and lights in place at the crossings. It’s time to address this unnecessary noise pollution.

Thank you for taking up this issue. Trains blowing very loud horns in residential area throughout day and night. The 3AM train horn is especially loud, Would appreciate striking a balance between safety and respecting residents' sleep. Thank you.

It's crazy that the horn blows within 10-15 feet of my bedroom window. The issue has been kicked around, with one hiccup after another, for nearly my entire 12 years living here. We were once in a final 30-day "last call for comment" period, when I believe the new $20K payment to be considered quiet was retroactively brought into play for us also.
