We, the undersigned residents of Orange County and the surrounding area, do hereby urge New York State Department of Environmental Conservation Commissioner Joseph J. Martens to reconsider his recent decision to grant Lead Agency status to the Village of Kiryas Joel to conduct the New York State Environmental Quality Review ("SEQR") for the proposed Kiryas Joel-Monroe Annexation.
We argue that it is virtually impossible to expect the Village of Kiryas Joel to submit an unbiased environmental assessment given the fact that they strongly favor annexation.
