TO WHOM IT MAY CONCERN:
We are signing this petition in favor of Texas HB 3678. This HB will
allow for the right to have fair and just decisions on all
complaints and concerns filed by families, children and youth that are under
the care of Child Protective Services (CPS), including those in foster care.
HB 3678 provides for the establishment of an independent investigator's
office. This office will process all complaints filed. The
independent investigator's office will be separate and independent of
the Department of Family and Protective Services' structure. It will
also have access to all information that is needed to perform its
investigations and all case information will be confidential.
State Legislators will receive an annual report from this independent office on
case solutions and trends.
Child Protective Services (CPS) cannot investigate itself effectively, so processing all complaints through a state independent office will ensure that decisions, recommendations, and rulings are ethical and in compliance with our state laws and policies.
HB 3678 will provide the system reform that is crucially needed for Child Protective Services and thus provide compassionate, just, and quality service for all the children under its care. HB 3678 will enhance the present and future positive development of the Child Protective Services and the Department of Family and Protective Services as a whole.

I am currently finalizing a briefing document to present to members of the House Committee regarding the structural necessity of an independent investigator. These materials outline specific case trends that demonstrate why internal reviews are insufficient. Expect a summary of the feedback from these legislative offices by the end of the week.

The current momentum has prompted a request for a formal briefing from a representative at the state house. I am preparing the documentation to outline the necessity of HB 3678 for this upcoming discussion.

i have several cases with CPS that have been ignored even though I have presented adequate paperwork and witnesses .
As an attorney, I cannot COUNT the problems that I have encountered with this system that should be preventable and most certainly addressed. ANY independent oversight of this fractured system would be a step in the right direction.
I support HB 3678 to establish an independent investigator's office to ensure fair and just decisions regarding the welfare of our children.
I am sure it is fair and just. The problem with some cases are they are not being taken seriously enough to check out. Therefore, bad consequences happen before they are helped. If it's staffing, fix it. Supposedly, not enough people to check out complaints that end up being crucial because they aren't checked out.
Having experienced and witnessed some of the shocking things that happen to children and families who go through the CPS system has challenged us to help the voices of these children be heard. They are our most vulnerable children...they need to know that they are not alone. Blessings to everyone that advocates for the rights of these children.
This is absolutely necessary!
Precious lives need to live a precious life. All person's must be allowed to grow to become productive persons.

Take care of children and drop personal vendettas and individual power trips. Investigate thoroughly and don't jump to conclusions or treat families differently. Please!!
