Petition for choices of health insurance for the Government of Guam Employees and Retirees

We the undersigned seek to change public Law 34-83 and allow the Government of Guam Employees, Retirees, and Survivors to be given the freedom of choice for Health Insurance Carriers. We also request the Guam Legislature to repeal and replace public Law 34-83 and for the Governor of Guam to sign such replacement.

I don't know what Aetna is covering or the cost of coverage so cannot make an informed decision. I also do not like this situation in which GovGuam employees and retirees have not been kept informed. Only one week for enrollment!!! Not adequate.
Please allow us a platform to choose our insurance provider. I have tried other insurance companies both in the private sector and the public sector. Please give us the freedom and the options to choose, please. — That’s the democratic way of governing. Thank you.
Give us a choice. Increase the premiums for those who choose the more expensive insurance provider. Doing this won't cost GovGuam any additional fees. For some of us, we need more, and paying more is a better option. We should have the right to choose.
Believe me, Aetna Insurance services sucks! They handled some HMO coordination of benefits of employees locally here in Phil, it takes forever until you get approved. They make Loa's manually, such a waste of waiting time.
I am the AIF for my brother Joan AB Pangelinan and he is undergoing treatment st Keck memorial hospital in LA We do not want any disruption in his cancer treatment for this year and in the future We wish to be able to choose our heath insurance provider and we choose selectcare
We should be given the opportunity to choose! Not enough information given about off island care with new insurance. Emergency care cost $50 FHP was $20

I'm concerned about how this drastic shift is going to effect the LOCAL companies that cashed in on a fair distribution of Guam's largest employer for insurance. Stakeholders should have gotten a chance to discuss and choose such a drastic shift.
