Can we sue Tipp Co Council for not providing proper infrastructure. Who pays the bill if there is an accident due to negligence?

This "road" is an absolute disgrace with no adequate lighting, dangerous hill, no margins, and to a stranger driving into Ballina it's complete guesswork as to where the road goes at times with no cats eyes to direct your car. Tipperary Co Council obviously have no regards to the local population.

The road is in terrible condition. Apart from being dangerous for pedestrians, cyclists and motorists it creates a very disappointing and unrepresentative first impression for anyone arriving in the village. Fix it please.
