If what happened was a symptom of some illness, it is best she resign and be cared for. If it was a slip of how she really thinks of people, then she should be not be near any school board, and should resign immediately.

This should not be tolerated period. To keep her in this position would set up precedent that says that you can this way and say sorry and move on with your life. Holding people accountable in these kind instances is what makes the difference.
