There has to be a better way of screening to understand what is a valid concern, or what is a personal attack on someone.

I believe in CPS that they are doimg the best they can... but I believe that the harrassment issue is a hugee problem because CPS has to take every call seriously, and those claims that actually need immediate attention cant get the proper immediate attention because they have to take care of the calls that are just people mad at others, so they call CPS to give that person added stress...
