Cigarette butts are the most common form of litter, contributing 4.5 Trillion toxic filters containing chemicals such as cadmium, arsenic, lead, copper and various PAHs to the natural environment. They are the most commonly retrieved form of litter found on California beaches, either put there by beachgoers or washed ashore via city storm drains. This is a disgusting fact that has an easy solution: Manufacture filters from biodegradable materials. As a bonus, they could be implanted with flower seeds. California voters should help establish this obvious solution to a decades old problem. California always starts the trends for the rest of the country. Let's start this one off now.
