Battling Illegally transported Construction/Demolition debris Dumped/Rotting into NYS/Nationally Protected Wetlands

We're seeking support to stop illegal dumping on Fred Edwards property
in Palenville NY. As this business man has shown great neglect for the health and safety
of our residents and has illegally dumped for over 9 years on a
property bordering homes and families, a federally protected wetland
and agricultural land.

We demand that the New York State Attorney General's Office conduct a
thorough investigation of this illegal dump including toxicology
testing of substrate and waters surrounding the illegally dumped
material and that the business man be held accountable to remove all
debris and toxins that may be leaking into the wetland and restore the
wetland and be fined in accordance with the law. .

The Town of Catskill Planning Board refuse his request for required
permits to operate businesses until the Attorney General's
investigation and report is complete and all remediation that may be
required be complete.

We seek to have the business man responsible remove the illegally
transported and dumped construction/demolition debris from a wetland
that affects the lives and health of families in Palenville.

This business accepted undocumented debris from NYC/Long Island on the
Fred Edwards property for over 9 years. This demolition/construction
debris included concrete/cement, old bricks, metals, asphalt,
plastics, tires oil drums and unknown material. The business man
admitted to allowing dumping of this debris being transported over 100
miles to Palenville,NY to be dumped directly Into the waters of
protected wetlands. The economics of trucking debris 100 miles to an
illegal dump site begs the question of "What's in the debris?". This
question alone requires the NYS Attorney General's office to
investigate thouroughly.

Myself, and neighbors have witnessed air conditioners, and
refrigerators dumped on this property.

This businessman expanded his serviceable business property across the
wetlands by dumping this demo debris.

We've contacted Catskill Town Code Enforcement (Who were shortly
thereafter fired), the New York State Department of Environmental
Conservation, and the NYS Attorney General's office.

New York State DEC required the businessman to level part of the
debris and who failed to dig, drill or test any of the debris for
toxicity. They based remediation on what was visible from the surface
at the time thy inspected. DEC investigating Officer Dewey failed to
see any problem with 50 gal oil drums dumped in the Wetlands.

The Town of Catskill has used this property as an illegal landfill
placing debris from the Hurricane Irene in the wetland.

This property is a federally protected wetland poised between 2
residential homes that are zoned agricultural, yet no safegaurds have
been in place for this business to protect human life.

This businessman has a DEC permit to accept leaf, and grass clippings
for composting. He does not have required Town of Catskill, or Greene
County permits to be running any of the 3 businesses he runs from this
property, yet the Town/County, and State allow him, despite numerous
complaints by the families who border his property, to continue his
activities with no precautions for the residents, protected wetlands.

This petition is to demand that:

We've been told by the Town of Catskill, the NYS Dept. of Health, the
DEC, and the Attorney General's Office that he would cease business,
and stop dumping on his property months ago, yet dumping continues
with business as usual.
