The Jarmulowsky Bank Building at 9 Orchard Street (corner of Canal) is being transformed into a large-scale destination hotel with a capacity of 800 persons and housing multiple restaurant, bars, lounges, and event spaces marketed regularly for large corporate events. The method of operation being applied includes full liquor, DJs, closing hours as late as 4AM, retractable ground to ceiling French doors, outdoor cafe seating and rooftop deck.

The Petition of certain citizens of the State of New York residing in Manhattan Community Board 3 ("CB3”) in the City of New York, oppose the application for hotel liquor license for Orchard Street Hotel Management LLC and Orchard Street Restaurant Management LLC, as applied to CB3 including supplemental materials and presented to the public on September 24 and October 1.

We support the application for an on-premise hotel liquor license as outlined below (click here for full details):

Dining room and diner serving food all hours; cocktail lounge, diner and bar, dining room, lobby lounge, private event spaces and rooftop event spaces serving liquor according to the following hours:

- CELLAR COCKTAIL LOUNGE: 5PM-2AM

- 1ST FL NEIGHBORHOOD DINER & BAR INDOOR: 8AM-12AM M-SAT. / 8AM-11PM SUNDAY

- 1ST FL NEIGHBORHOOD DINER AND BAR OUTDOOR: 8AM-10PM S-S

- 1ST FL HOTEL DINING ROOM: 7AM-12AM M-SAT / 7AM-11:00PM SUNDAY

- 1ST FL HOTEL LOBBY LOUNGE: 5PM-2AM S-S

- 2ND FL EVENT SPACE - LARGE: 7AM-2AM S-S

- 2ND FL EVENT SPACE -SMALL: 7AM-2AM S-S

- 14TH FL ROOFTOP EVENT SPACE - INDOOR: 7AM-2AM S-S

- 14TH FL ROOFTOP EVENT SPACE - OUTDOOR: 8AM-12AM S-S

Premises may have recorded, background music; no DJs; no security; no cover charges; and no promoted events.

The Petitioners request that NY State Liquor Authority ("SLA") only approve the hotel license under these conditions and stipulations. If the SLA or CB3, determines this application does not meet the public standard threshold set-forth in the 500 Ft Law or subject to any other restrictions, i.e. the 200 Ft Law, we the petitioners seek that this application be denied outright and withdraw our support based on the above conditions. We the undersigned live in the buildings adjoined, across, behind, next to or in close proximity to the hotel and will be impacted significantly by the increase in traffic, noise, and pedestrian crowding.
