WHEREAS: the States were created and granted specific powers by the people. WHEREAS: the Federal government was created by the States, and was granted specific powers by the States that were enumerated in the U.S. Constitution. WHEREAS: the Tenth Amendment to the U.S. Constitution reiterates the total scope of federal power specifically granted, and no more. WHEREAS: many mandates are imposed on the States by the federal government in direct violation of the Tenth Amendment, even without funding, and have hurt Oregon both financially and legally. We, the undersigned, STRONGLY URGE you to cosponsor HJM 17 and make every effort to seek a public hearing in the House Rules Committee.
