Proposed 28th Amendment to the United States Constitution version II Government For the People and By the People of the United States of America 1. "Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United States." 2. All pay raises must be approved with a yes/no vote by the voters in the congressional two year election cycle, no special elections are permitted. 3. The Congressional Retirement program shall be rolled back to a to a rate of 60% of the full pay at the time of retirement. If a member of congress has served only one term, that rate will be no more than 30% the pay rate at retirement. This provision shall apply to those who are currently receiving retirement. 4. If a congressman or senator is convicted of a crime committed while in office, that person will no longer be eligible for the congressional retirement program, this provision applies to those who are already receiving payments under the Congressional Retirement program. 5. A person convicted of a felony is not eligible to serve in Congress or participate in the Congressional Retirement program, this applies to those already serving in Congress and to those curently participating in the Congressional Retirement program. 6. Members of Congress and the Senate shall be limited to two consecutive terms in that office. 7. If the Federal Budget is not balanced, all payments under the Congressional retirement plan are canceled until the budget is once again balanced. Retirement payments not dispersed during that time will not be made up, NO BACK PAY. Congress is specifically prohibited by law against borrowing from Social Security or any other Special Funds to Balance the Budget.
