Surely it makes more sense to try attract shoppers into the town to make spend money with the businesses that have struggled for so long. I hope common sense prevails.

I think this is very important for continuing business in town and to encourage people to shop local. If they can park for free for short trips like popping to the post office, or the bank, it may encourage them to also do other business.
