"Taking part is more important than winning." Yes, but the Games are the ultimate competition, and not an exhibition. Positive discrimination will never work, and most certainly not in a competitive environment. Where is the value in an event where some of the participants embarrass themselves (and their country) by nearly capsizing on a rowing lake or, let's say, drowning in a swimming pool? Why would you take away the value of achievement from winning athletes by denying them worthy opponents? And most importantly, why would you deny an athlete that has qualified to take part at all?
