CASE BACKGROUND:
Jamal Ghani is a 71-year-old vulnerable NYC resident whose life hangs in the balance due to CAMBA's gross negligence in processing her cityFHEPS application.
CRITICAL TIMELINE:
• April 2025: cityFHEPS application submitted at CAMBA Intake, 2244 Ocean Ave, Brooklyn, NY
• February 2026: Official Mayoral Endorsement by Mayor Z. Mamdani - marked CRITICAL & EXPEDITED

• June 15, 2026: Multiple NYC Council Members and Mayor's Office began massive coordination to pressure CAMBA
• June 16, 2026: URGENT - MUST VACATE HOTEL BY 11 AM Tomorrow
Financial status: $200 remaining | Vehicle returned | Facing homelessness in hours
──────────────────────────────────────────────────────────────────────────────
CAMBAS GROSS NEGLIGENCE:
Despite having:
✓ An Official Mayoral Endorsement since February 2026
✓ Expedited processing designation
✓ Coordination from multiple City Council Members
✓ Direct outreach from the Mayor's Office
CAMBA has demonstrated:
✗ Complete non-communication with applicant
✗ Obstruction of basic case information
✗ Failure to confirm if case exists
✗ No response to emails/calls to CEO Valerie Barton-Richardson
✗ On 6/15/2026: Mr. Hassan Khan from CAMBA central office (where CEO office is located) called TWICE and provided NO useful assistance
✗ Mr. Khan DECLARED THE CASE CLOSED despite having no authority to do so
✗ Failed to transfer, advance, or provide any life-saving aid
FINANCIAL IMPACT:
• ~$2,000 spent on hotel lodging
• $200 remaining total funds
• No transportation (vehicle returned)
• Facing homelessness in hours
──────────────────────────────────────────────────────────────────────────────
OUR DEMANDS:
We, the undersigned, DEMAND that CAMBA and President/CEO Valerie Barton-Richardson take IMMEDIATE action:
1. IMMEDIATE RE-OPENING of Jamal Ghani's cityFHEPS application
2. DIRECT COMMUNICATION from Valerie Barton-Richardson to Dr. Nabil Abdulghani within 24 hours
3. FULL TRANSPARENCY on case status, processing timeline, and current case location
4. IMMEDIATE INTERVENTION to prevent homelessness of a 71-year-old vulnerable resident
5. PUBLIC ACCOUNTABILITY for CAMBA's negligence, obstruction, and violation of their obligations as a nonprofit HRA contractor
6. ESCALATION to Mayor's Office for direct oversight if CAMBA fails to respond within 48 hours
──────────────────────────────────────────────────────────────────────────────
HUMAN IMPACT:
Jamal Ghani is not just a case number. She is a 71-year-old woman who trusted CAMBA to process her application as a contracted nonprofit serving vulnerable New Yorkers.
Instead, CAMBA's negligence has left her facing:
• Potential death in a NYC shelter
• Complete loss of housing security
• Less than $200 to her name
This is not just bureaucratic failure - this is potentially lethal neglect of a senior citizen by an organization that receives city funding to serve exactly this population.
We will not stay silent while CAMBA plays with a human life.
