There are laws protecting art commissioned by occupants and approved by property owners. This probably also violated the first amendment rights of both the artist and the commissioners or the mural. The local government should be careful to not get embroiled in lengthy lawsuits they can’t win that the citizenry pay taxes to cover.

This lovely kind man is simply trying to earn a living, bureaucracy often stands in the way of common sense. Just leave the sign as it is, people love it, spend your taxpayers money on something worthwhile .
