This is a government-to-government embargo, not a embargo that harms the people of that country. It is completely understandable that you would not want to hold the test inside Iran because of the Islamic Republic regime, but it is not fair to want to ban Iranians from taking the test so that they cannot even travel and take the test outside their country. The US organization, Educational Testing Service (ETS), has not been as strict with the sanctions rules as Pearson is.
