PETITION
We, the undersigned, respectfully call upon the Government of the United States to designate the Tigray People’s Liberation Front (TPLF) and qualifying armed groups operating in coordination with it as terrorist entities under applicable U.S. counterterrorism authorities, including Foreign Terrorist Organization (FTO) and/or Specially Designated Global Terrorist (SDGT) designations where the relevant legal requirements are satisfied.
Our appeal is motivated by concerns regarding civilian protection, renewed armed conflict, implementation of the Pretoria Cessation of Hostilities Agreement, peace and stability in Ethiopia, and security throughout the Horn of Africa.
1. Protecting Peace in Ethiopia
Ethiopia has suffered devastating armed conflicts resulting in extensive loss of life, displacement, destruction of infrastructure, disruption of livelihoods, and severe humanitarian consequences.
The northern Ethiopia conflict was followed by the November 2022 Pretoria Cessation of Hostilities Agreement, which established a framework for ending hostilities and supporting a transition toward peace.
We are concerned about allegations of renewed military mobilization, recruitment, armed-group coordination, weapons preparation, and other activities that could contribute to renewed large-scale conflict.
We therefore call for decisive action against organizations and individuals whose conduct meets applicable U.S. counterterrorism standards.
2. Designation of the TPLF
We specifically call upon the United States Government to designate the TPLF as a Foreign Terrorist Organization and/or under other applicable terrorism-related authorities where the statutory requirements are satisfied.
The concerns underlying this petition include allegations involving:
- armed violence pursued for political objectives;
- military mobilization and preparation for renewed hostilities;
- recruitment and mobilization of armed personnel;
- alleged coercive recruitment;
- detention or intimidation of individuals opposing renewed conflict;
- coordination with other armed organizations;
- acquisition or preparation of military resources; and
- activities that may undermine peace and contribute to renewed armed conflict.
We ask the U.S. Government to consider credible evidence concerning these allegations and apply the relevant legal standards.
3. Associated Armed Groups
We further call for the designation of armed organizations and individuals operating under the direction of, in coordination with, or providing material, financial, logistical, operational, or other qualifying support to the TPLF, where the applicable legal criteria are met.
Particular attention should be given to evidence concerning:
- coordinated military operations;
- weapons procurement or transfers;
- financial and logistical support;
- military training;
- recruitment and mobilization;
- intelligence or operational assistance;
- transportation and supply networks; and
- material support for terrorism or other qualifying conduct.
This petition is directed at specific organizations, armed structures, and individuals—not at the people of Tigray or any ethnic, religious, or regional community.
4. Protection of Civilians
The people of Tigray and communities throughout Ethiopia have experienced the devastating consequences of armed conflict.
We are particularly concerned about allegations involving coercive recruitment and the mobilization of young people for military purposes.
We call upon the United States Government to consider credible evidence concerning:
- forced or coercive recruitment;
- recruitment of young people into armed formations;
- detention or intimidation of individuals refusing military participation;
- military training and mobilization;
- preparation for renewed hostilities; and
- organizations responsible for such activities.
Where such conduct meets applicable U.S. legal criteria, appropriate counterterrorism designations and sanctions should be considered.
5. Regional Security
Ethiopia's strategic importance means that renewed large-scale conflict could have consequences throughout the Horn of Africa.
Potential consequences include displacement, cross-border insecurity, disruption of regional trade, humanitarian emergencies, and opportunities for extremist and criminal networks to exploit instability.
Preventing renewed conflict in Ethiopia is therefore relevant not only to Ethiopian civilians but also to wider regional and international security.
6. U.S. Counterterrorism Authorities
U.S. law provides established mechanisms for designating foreign terrorist organizations and terrorism-related individuals and entities.
Under Section 219 of the Immigration and Nationality Act, FTO designation requires specific statutory criteria, including that an organization be foreign, engage in terrorism or terrorist activity—or retain the capability and intent to do so—and that its terrorism-related activity threaten U.S. nationals or U.S. national security. Executive Order 13224 provides separate terrorism-related designation authorities for qualifying individuals and entities. U.S. Department of State — Executive Order 13224
Accordingly, we ask the appropriate U.S. authorities to apply these mechanisms to the TPLF and associated armed groups where the evidence establishes the required legal criteria.
7. Our Specific Demands
We respectfully call upon the United States Government to:
- Designate the TPLF as a Foreign Terrorist Organization where the statutory requirements are satisfied.
- Designate qualifying TPLF-associated individuals and entities under applicable terrorism authorities, including Executive Order 13224.
- Designate associated armed organizations that independently meet the relevant FTO or SDGT criteria.
- Impose appropriate financial and other sanctions on designated individuals and entities consistent with U.S. law.
- Investigate financial, military, logistical, and material-support networks associated with qualifying terrorist organizations.
- Disrupt access to financial and logistical networks used to support qualifying terrorist activity.
- Coordinate with international partners to prevent designated organizations from using international networks to support renewed armed conflict or terrorism.
- Support measures that protect Ethiopian civilians and prevent renewed large-scale conflict.
8. Peaceful Political Resolution
Ethiopia's political, constitutional, ethnic, regional, and historical disputes should be addressed through peaceful political processes, dialogue, democratic institutions, constitutional mechanisms, and accountability.
Armed confrontation should not replace political dialogue.
This petition does not call for action against an ethnic group, civilian population, peaceful political organization, journalist, humanitarian organization, or individual solely because of political identity or opinion.
It calls for accountability for specific organizations, armed structures, and individuals whose conduct satisfies applicable legal standards.
FINAL APPEAL
We therefore respectfully call upon the United States Government to take appropriate legal and administrative action to:
