To Whom It May Concern:

We, the undersigned residents of the Village of Geneseo express serious concern for public safety regarding the ongoing issues of speeding vehicles, reckless driving, aggressive behaviors/language, and distracted driving within our community. The current speed limit is often exceeded by motorists, putting the lives of our residents, friends, families, delivery services, students, cyclists, runners, and utility workers at risk. We believe that targeted traffic calming measures throughout our community would greatly enhance the safety and well-being of our residents. Geneseo continues to grow. We are expanding commercial offerings and medical facilities that attract a higher volume of motorists from surrounding communities, as those communities are simultaneously constricting these types services. 

The Crossett Road neighborhood has been at the forefront of advocating for traffic calming measures since September of 2024. The existing systems are becoming increasingly untenable with the growth of our village. After extensive research on how other similarly sized municipalities have addressed this issue in budgetarily judicial manner, we propose that evaluating temporary speed humps while using existing active data collectors could provide evidence for a broad, village-wide deployment. We understand the cost of the initial pilot of this traffic calming strategy will be approximately $10,000. Expanded and permanent installation of this measure across the village could have a nominal impact on your tax bill, but could also be funded with existing tax revenue and potential grant dollars.

Issue Description:

The residents of Geneseo do not feel safe walking on the sidewalks, crossing the street, walking their pets, letting their children play, ride bikes, jog/run, check their mail, pulling into their driveways, pulling out of their driveways, or driving in the village due to excessive speed.

Solutions:

1- Install (3 sets) of temporary speed humps with corresponding signage and street markings as a pilot evaluation. This should be done in unison with bi-directional data collectors to compare pre and post-installation data.

2- A starting suggestion would be to have the temporary humps in place for a duration of 1 month, in one impacted area ensuring the collectors are gathering bi-directional speed and volume data.

3- The portable speed humps, signage, and data collectors should then rotate across the village, focusing on other specific areas of concern. This gives us the ability to study the impact of these traffic calming devices throughout the village.

4- Conducting this research in three highly affected areas over a three month period will supply the Village Board with sufficient evidence to prove the value of the solution and support data driven decision making on permanent traffic calming measures.

Supporting Information:

According to the U.S. Department of transportation, if a pedestrian is struck by a motor vehicle, there is a 25 % risk of death at 32 MPH. At the speed of 42 MPH the risk doubles to 50%. The implementation, installation, and execution of our proposed temporary traffic calming devices will have a significant impact on decreasing the speed of vehicles throughout the village. As taxpayers we strongly encourage those that protect and serve to remedy this situation. We ask that the Village Board support this exceedingly sensible request. Let’s work together to correct this situation before we have a tragic incident.
