Law enforcement should be held accountable for ALL of their actions to the public. This is why public trust in law enforcement has severely eroded in recent years. If you want to stop that erosion, be transparent and hold guilty parties accountable instead of covering up the facts.

Every life is valuable, this donkey was in his own pasture bothering NO ONE and they shot him, we can't revive the donkey but at least make their murderers pay something to the owner THE VERY LEAST
