I would like to respectfully suggest an alternative approach that has been used successfully by Type-Moon with Fate/Grand Order. Rather than cancelling Valko's release globally, perhaps you could consider removing or withholding the character only from the Chinese server while releasing him on the global servers.
This solution would allow global players who have been anticipating Valko to enjoy the character while also respecting the preferences of players on the Chinese server.
