Games run on new content especially otome games like Love and Deepspace that heavily circle around love interests. It's not about just keeping the game updated and relevant, it's merely about preserving creation.
The approach should be diplomatic where both sides are in agreement. Valko should exist to keep one side of players satisfied, while making modifications to satisfy the other end.

Even if there are outside factors impacting the release, he was meant to be the 6th LI. Time, effort, and money were all valuable resources used to bring this character and story to life. If there is a reason to delay his release...fine. Communicate that. Don't forget about everyone that worked on this character and the details of the game and simply cancel the release and the character completely because of a group of haters. The rest of the global players want a completed game.
