Dear Laguna Hills HOA, ARC committee, and neighbors alike,

It has become apparent that over the past couple of years, and now most recently on the early morning hours of September 3 2026, during offshore Hurricane Marie which brought unprecedented rain to the region, that the roads are not being well planned or looked after (especially within a community with an established HOA and increase of occupancy) regarding where storm run-off should be directed towards or handled in order to not only protect fellow homeowners property, but also safely allow for the access to and from their property during emergency situations, especially. 

As a multiple lot owner here in Laguna Hills since 2021 and now more recently home owner, always paying my dues on time, as well as one that lives here full-time throughout the year, I am able to experience storms firsthand and the aftermath directly to follow unlike the majority who call the area home for portions out of the year respectfully. While I can go further into detail of all that I have done to mitigate the chances of street water entering into my property (lot 80) from the street during larger storms we get, including multiple specialists coming out to survey over this summer in preparation, it ends up not being enough without other exterior means of assistance, which is where I call for the HOA/ARC to step in as they rightfully should.

I am requesting for a community culdesac free-flowing pipe to be installed which once implemented would not allow any pent up water to stay put during a storm and collect around these ten lots, which especially ends up seaping into my whole bottom entrance portion of my home on lot 80- thankfully no living area down there, but still, a mess to cleanup and not something I wish upon anyone to deal with. Unless there is another plan of action that the committee may see as best fit such as using a tractor to level the street once and for all,  I give my full permission for a pipe to be installed and to be routed very close near by within the border of my lot 81; but one thing is certain in that I cannot continue to take in the streets' water each storm season, nor should my direct neighbors have to struggle to get in and out of their properties through flooded out muddy conditions, it undoubtedly affecting more people in this section of LH the coming years when they decide to build eventually themselves, not to mention in more recent times these being among the most expensive and exclusive, sought after lots around the entire community making one now question the validity if continued to be left in these conditions. These types of surprises are not very welcoming to come home to, as you can probably imagine by now, and one where the solution is not a complicated one.

While this petition is mainly for the direct neighbors of the culdesac to sign, especially those that already have established homes there now, I am also open to bringing it to the forefront of other neighbors' attention if need be since I am sure they also hope for the beginning steps to be taken of a more fluid and seamless drainage system in key areas to alleviate concerns in not only this corner of the neighborhood but others as well.  My home is complete. My home was signed and approved to be built the way it was by the committee themselves, with their designated architect checking in periodically and all throughout.

Homeowners: 

We all pay into a spur road fee year in and year out (me personally times three, for the past few years), and I feel it is not being adequately utilized correctly in this regard. This petition is a very small request in seeking and going through with a solution, especially if we are beginning to make strides at being a welcoming, competitive, and sought-after community in the Los Cabos area to live and invest in. I know I am not the only one feeling this way after all, knowing of this not being the only section within Laguna Hills where the roads need attention. In fact, reports can be found made by other homeowners in the last few assemblies regarding these matters.

Please, we need to maintain our community with adequate driving and living conditions, especially in emergency situations, which tend to occur more so in the summer months. Those elected need to adhere to looking after its homeowners first and foremost. We all have the right of maintaining the value of our homes and investments, so by the HOA not remedying their roads and allowing for me to safeguard my home, it ends up not being a good look for the community as a whole. If it is currently being allowed to happen to me, it can happen to anyone here going forward, regarless of the issue that may present itself.

This is my second season now capturing and living through it, and just as long of time being ignored/denied in their part in it all and ultimately turned away during my call for help. Personally speakng, putting tens of thousands into the community over the last five years and seeing nothing being done about this situation is wrong on so many levels, does not sit right in any realm of the imagination and can not be legal based on multiple homeowner inhabitable codes; I (as well as another next door neighbor) can not enter and exit our own homes because of the HOA's lack there of/neglegence in their infrastructure they all get us to pay for each and every year, without delivering to maintain as promised.

Going foward I hope you consider joining the cause with your voice, and if not your voice then a simple signature of support would help greatly in the mean time towards a push in making this area liveable at all times and for all equally.
