Open Letter of Internationally Active Academics to the Austrian Federal Government Concerning Research & Science Policy: Austria's government has integrated the federal ministry of science and research with the economic portfolio in Jan 2014. This contested act highlights the necessity for a more systematic political response to internationalisation in the field of research and science.

Als international tätige WissenschafterInnen nehmen wir die Zusammenlegung des Wissenschaftsministeriums mit dem Wirtschaftsressort zum Anlaß, um die Bundesregierung vor einer Schwächung der internationalen Positionierung der österreichischen Wissenschaft zu warnen. Das Fehlen eines eigenständigen Ministeriums vermittelt, dass Wissenschaft & Forschung für die Republik Österreich keine Wertigkeit besitzen. Eine Orientierung an kurzfristigen Wirtschaftsinteressen droht der internationalen Entwicklung des vielseitigen österreichischen Forschungspotentials zu schaden. Die Unabhängigkeit der Wissenschaft von wirtschaftlicher und parteipolitischer Einflussnahme ist absolute Grundvoraussetzung für Innovationskraft der Forschung, demokratische Gesellschaftsordnung und wirtschaftliche Wettbewerbsfähigkeit. Eine weitere strukturelle Austrocknung und Abwanderung heimischen Talents muss daher dringendst verhindert werden. Da die Regierung jedoch dem Bereich der Wissenschaft und Forschung dem Anschein nach wenig eigene Priorität zumisst, wird es für österreichische WissenschafterInnen schwerer internationale Kooperationspartner zu gewinnen. Für die vielen ÖsterreicherInnen, die derzeit im Ausland arbeiten, verschlechtern sich die Perspektiven, mit österreichischen Institutionen zusammenzuarbeiten oder nach Österreich zurückzukehren. Dadurch gehen wertvolle Impulse für die heimische Forschung verloren, die durch internationalen Austausch bezweckten Innovationseffekte bleiben aus. Gemeinsam mit unseren österreichischen KollegInnen verfolgen wir daher mit intensivem Interesse die nächsten Schritte der Bundesregierung und weisen auf die Dringlichkeit folgender Maßnahmen für eine international wettbewerbsfähige Wissenschaftspolitik hin:

(1) Wiederherstellung eines eigenständigen Ministeriums für Wissenschaft und Forschung;

(2) Stärkung der Grundlagenforschung, sowohl in Natur- als auch Geistes- und Sozialwissenschaften sowie interdisziplinär;

(3) Bessere Transparenz und offener Wettbewerb in sämtlichen Vergabeverfahren von Forschungsmitteln;

(4) Gleichgewicht von Forschung und Lehre in allen wissenschaftlichen Laufbahnen und Institutionen zur gesellschaftlichen Verankerung der Wissenschaft im Bildungssystem;

(5) Längerfristige Planbarkeit aller wissenschaftlicher Karrieren ('Tenure-Track' Stellen!) sowie bessere und ausgeglichene finanzielle Entlohnung aller wissenschaftlichen Arbeit (kein 'Zwang' zu unbezahlter Arbeit!);

(6) Bessere Nutzung von Internationalisierung durch systematische Förderung von Forschungskooperationen, WissenschafterInnenaustausch, Wiedereingliederung ins Laufbahnsystem und finanzielle Anerkennung internationaler Erfahrung;

(7) Steuerliche Erleichterungen für private Stiftungen der Forschungsfinanzierung;

(8) Stärkere und systematische Förderung der wissenschaftlichen Eigenständigkeit von NachwuchsforscherInnen sowie von qualifizierten WissenschafterInnen unabhängig von Position und Alter;

(9) Fortsetzung, Verbreiterung und bessere öffentliche Transparenz des Reformdialogs mit allen StakeholderInnen im Rahmen der europäischen Wissenschaftspolitik.

ENGLISH TRANSLATION:

As academics who work internationally, we take the recent integration of Austria's federal ministry of science into the economic portfolio as an occasion to warn the Austrian government of weakening the international positioning of Austrian research. The absence of a separate department and minister in Austria's new federal government communicates that science and research are of no value for the Republic of Austria. Such orientation toward short-term economic interests risks damaging the international development of Austria's diverse academic potential. Freedom of the sciences from business influence or party politics is a basic condition for innovation in research, a democratic society and a competitive economy. A further hollowing-out of academic structures and brain-drain of human talent must urgently be halted. However, given the government's apparently low political priority for the field of science and research, Austrian researchers may find it more difficult to gain international cooperation partners. For the many Austrian academics who presently work abroad, the opportunities for collaborating with Austrian institutions or returning to Austria decrease. As a result, valuable input to Austrian science is lost and innovation through international exchange is prevented and becomes purposeless. Together with our Austrian colleagues we therefore observe the next steps of the federal government with intense interest. In order to make Austria's research policy more competitive internationally, we strongly encourage the government to take the following measures:

(1) Restitution of a separate government ministry for science and research;

(2) Strengthening of basic research, not only in the natural but also in the social sciences and humanities as well as interdisciplinary research;

(3) Better transparency and open competition in all assignments of research funding;

(4) Balance of research and teaching activities in all academic careers and institutions in order to embed scientific research in society, particularly within the education system;

(5) Possibility of longer term planning of all academic careers (tenure-track positions!) as well as better and more equal financial remuneration of all academic work (no 'obligation' to undertake unpaid work!);

(6) Stronger and systematic support for independent research by the coming generation of young academics as well as qualified researchers regardless of position and age;

(7) Better use of internationalisation through systematic support of research cooperation, scholarly exchange, reintegration into the Austrian tenure career system and financial remuneration of international experience;

(8) Tax concessions for private foundations that provide finance for science and research;

(9) Continuation, extension and better public transparency of the reform dialogue with all relevant stake-holders within the coordination framework of European research policy.
