SALISBURY / WICOMICO MORATORIUM

We, the citizens and taxpayers of Wicomico County, call upon the Wicomico County Council and the Salisbury City Council to enact a moratorium on all re-zonings to residential and all annexation of land into the city of Salisbury for residential development.

These moratoria should remain in place until such time as the County Council and Salisbury Council have enacted Adequate Public Facilities Ordinances (APFO) and the appropriate impact fees, capacity fees, and / or excise taxes to implement the APFO’s and allow developers the opportunity to pay for the increased infrastructure (schools, roads, water, sewage, public safety, etc.) required as more residents move into city of Salisbury and Wicomico County.
