Many pet stores that sell pets have been in business for decades. They are run by people who love animals. That is typically the reason that they get into the business in the first place. As with anything, there are going to be a few who don't really care about the animals, but they really are the exception, and they typically don't last very long. Pet Stores pay rent, get licenses from the city, belong to organizations such as PIJAC. There animals are on display for the world to see. They work with veterinarians to keep their pets healthy. They maintain records of where the animals come from, and where they go. Most animals are microchipped for identification, so if they get lost, they can find their owners quickly.
